	<head>Historical Note</head>
<p>Catholic Charities USA (CCUSA) is a national association of local and diocesan Catholic charitable agencies founded as the National Conference of Catholic Charities (NCCC) on the campus of The Catholic University of America (CUA) in Washington, D.C. in 1910.  The organization, which became CCUSA in 1986, has grown into one of the largest social welfare associations in the nation, and currently has 1,735 branches throughout the United States.  More than 240,000 volunteers, staff, and board members comprise the Catholic Charities network, serving over 7.8 million people of all faiths yearly.  The national office of Catholic Charities, USA, currently located in Alexandria, Virginia, consists of 40-50 staff members. </p>  

<p>The NCCC was founded by a group of 17 laypersons and nine clerics to address the needs of the immigrant-swollen Catholic population in the United States.  Thanks in part to the mass migration from Europe throughout the nineteenth century there were over 16,363,000 Catholics in the U.S. by 1910.  Many of these individuals were in need of a variety of social services which at the time were provided by a vast but unorganized network of about 800 Catholic charitable institutions that provided care to the destitute, children, the sick, and the elderly, among others.   Leaders in the St. Vincent de Paul Society, one of the most active of these Catholic organizations, realized that there was a need to gather this growing charitable network into an organization that could survey and coordinate activities, compare ideas, and communicate on a regular basis.  Members of the Society provided the chief impetus in the lay population for the founding of NCCC.  Particularly influential were two members of the Superior Council of New York City: Thomas Mulry, who served as Council President, Edmond Butler, a pioneer Society organizer with contacts in national charity networks, and Robert Biggs, a Baltimore Vincentian.  Butler described the aim of the organization as:

"a forum for closer union, mutual encouragement, dissemination of sound Catholic principles, more efficient protection of common Catholic interests, more abundant and accurate information concerning all forms of Catholic charities, the creation of helpful Catholic charity literature, and such other benefits as are likely to accrue from united Catholic effort."   

Among the key clerical figures in the founding of NCCC were Monsignor William J. Kerby of CUA and Monsignor D.J. McMahon of New York City, who had been discussing the establishment of a national charitable organization with the Vincentians for years.  Brother Barnabas, of the Brothers of the Christian Schools in New York, however, provided the essential trigger for the first national conference.  In a letter to Bishop Thomas Shahan, CUA Rector, Barnabas suggested Shahan start a "National Conference of Catholic Charities" that would bring together charity workers from across the U.S.  Shahan agreed to lead the effort (he would serve as President of NCCC until 1929) and an organizing group held the first general meeting at Catholic University from September 25-28, 1910.  Over the next decade the NCCC grew into an association of lay volunteers, and to a lesser extent, professional social workers and clergy.  Catholic laywomen dominated the early membership, while the leadership was comprised of members of the St. Vincent de Paul Society.</p> 

<p>Kerby's influence on the fledgling organization proved pivotal.  While he served as secretary for only a decade, his application of progressive social work ideas to Catholic charitable practice was original and decisive in the formative years of the organization.  Kerby challenged the individualistic terms in which early twentieth century Catholic charity was understood, downplaying the idea of poverty as a product of the individual's lack of thrift or misfortune and emphasizing a more systemic view of its origins.  The "church's social work is directed more towards effects than toward causes" he noted in 1907, "toward personal action on the individual rather than on social forces; toward the spiritual more than the temporal."  Seeking to "re-establish" the position of the individual in the broader society, Kerby advocated using social remedies to alleviate poverty.  He embraced the progressive reforms of the period calling for child labor laws, fair wages, and public health reforms, but connected these reforms to the Catholic tradition.  </p>   

<p>Kerby's successor, Monsignor John O'Grady, was more aggressive and strategic in his leadership of NCCC.  Kerby, courteous and reticent about his own role in the establishment of the national organization, maintained strong organizational relationships with the early leadership and lay volunteers of NCCC.  O'Grady, who served as secretary in 1920 and remained at the helm of the NCCC for the next 41 years, sought to extend the influence of  NCCC through further cultivation of professional charity workers and the strengthening of the diocesan branches.  A central figure in the professionalization of Catholic social workers, he promoted the establishment of the Catholic University School of Social Work, serving as its first dean from 1934 until 1938.  O'Grady, moreover, actively sought to exercise influence in government where charity for Catholics was concerned, meeting with countless government figures on issues related to child welfare, housing, and rural poverty. </p>  

<p>Postwar era concerns ranged from support for legislative initiatives that fostered-rather than supplanted--private charitable agencies, to emphasis on Christian charity as the force behind Catholic social work in an era of increasing professionalization of the field.  As times changed, local charities adapted their services to different populations in need.  The 1960s saw emphasis on soup kitchens, housing, and service to the elderly.  By the 1980s and 90s CCUSA's services became more wide-ranging, including refugee and immigration assistance, service to HIV/AIDS patients, and disaster relief.</p> 
  
<p>For nearly a century, NCCC/CCUSA has served as the primary representative of Catholic charity in the United States.  Summoning members of local Catholic charities together to discuss and compare their activities at national conferences, they have performed a communal and networking function.  Sponsoring a range of publications and surveys, including the Catholic Charities Review (the Review ceased publication in 1975. Today, CCUSA publishes the Charities, USA magazine on a regular basis), they have served to disseminate the latest thought and development within the profession with a Catholic slant.  Representing local Catholic charity agencies on a national level, they continue to influence public opinion and legislation that impacts the practice of charity in the U.S.  The work of the national organization has continued to facilitate the professionalization of Catholic social work in the U.S., prompting local charities to conduct casework, train social workers, and standardize social work practices.

	<head>Scope and Contents</head>
<p> The records of Catholic Charities USA, known as the National Conference of Catholic Charities prior to 1986, is a large and diverse assemblage of materials ranging from correspondence and meeting minutes to photographs and other audiovisual materials. This record group is in effect currently divided into three subgroups with eighteen series of records. The first encompasses series 1-10 and is focused on the tenures of the first two secretaries, William J. Kerby (1910-1920) and John J. O'Grady (1920-1961), although the vast majority of the records are from the O'Grady era. The second is a nearly parallel set of series, numbers 11-17, of records from the tenures of the third through fifth secretaries: Raymond Gallagher (1961-1965), Lawrence J. Corcoran (1965-1982), and Thomas Harvey (1982-1992). The third consists of one loose series, number 18, of unsorted and unprocessed materials received since 2002, with some dating back to 1920 but with a greater focus on the 1960s to 2007. </p>

<p> Series 1 is titled Early Records, 1910-1918, box 1. Included are 1910 meeting minutes and programs dated 1916-1918 as well as correspondence from first secretary, William J. Kerby, concerning the 1912 Report, the 1914 conference dues, and assorted issues in 1915. There is also a copy of the address of Samuel Gompers, President of the American Federation of Labor (AFL) to a Catholic University of America (CUA) class in 1916. </p>

<p> Series 2 is the Board of Directors Minutes and Related Papers, 1925-1961, filed chronologically,  boxes 1-3. The Board was known as the Executive Committee prior to 1950 when an amended constitution changed the name of that of the Board of Directors.</p>

<p> Series 3 is the General Administration Files, 1920(1920-1961)1965, primarily from the period of second secretary, Msgr. John J. O'Grady, 1920-1961, and divided into three subseries. The first is the voluminous and alphabetical Subject Files, dated primarily 1920 to 1961, but with a few items dating to 1965, boxes 3-49. A list of the subject folder titles with attending dates has been included for each of the boxes from 3 through 49 though folder numbers have not been included at this time. Of particular note here are folders related to the American Association for Organizing Family Social Work, the American Association of Social Workers, The Catholic University of America, the Child Welfare League, Community Chests and Councils, and the Federal Security Agency that later became the Department of Health, Education, and Welfare (HEW). The second subseries is Francis Mellen, Field Secretary Files, 1929-1933, containing correspondence, membership material, and dissertation research files, boxes 49-51. Mellen was a CUA student under O'Grady and appears to be the only person to ever have held the title of 'Field Secretary' for NCCC and was involved in membership campaigns and field visits to various diocesan establishments. By 1934 there is evidence of a strained relationship with O'Grady and Mellen appears to have either resigned or fired that same year.  The third subseries is White House Conferences, 1937-1961, boxes 51-53, with a focus on Children in a Democracy, 1937-1942; Children and Youth, 1950-1961; and Aging, 1960-1961.   </p>

<p> Series 4 is Committee Files, 1920-1961, divided into four subseries. The first is Topic-Business/Local Committees, 1920, 1922-1929, 1932-1960, filed chronologically, boxes 54-69. Please note that there was a distinction between Topic-Business and Local Committees. Topic-Business were the general committees of the National Conference of Catholic Charities (NCCC) and their names changed frequently. They were noted as Topic Committees from 1935 to 1938 and again from 1943 to 1947, Business Committees from 1939 to 1942, and Conference Chairmen and Committee Chairmen in 1948-1949.  The Local Committees were temporary and located in whatever city was host to the annual conference that year. The second subseries is the Diocesan Directors of Catholic Charities, 1932-1961, filed chronologically, boxes 69-76. The Diocesan Directors of Catholic Charities (DDCC) were considered a Topic-Business committee, albeit one of the most important. Their separation from the Board of Directors was confirmed in the Executive Committee Minutes of 1949. The most important subcommittee of the DDCC was the Continuing Committee which was renamed the Standing Committee in 1940. The third subseries is Conference of Religious, 1920-1961, filed alphabetically by subject, boxes 77-83. The Conference of Religious was composed of sisters and had a Standing Committee and a New York office. The fourth subseries is the Committee on Professional Education for Social Work, 1934-1949, boxes 83-84.  </p>

<p> Series 5 has Study and Survey Files 1925-1961, with five subseries. The first is Aged, 1944-1961, boxes 84-88, consisting of Studies dated 1944 to 1961 and filed chronologically, the St. Louis Study of 1953-1955, Social Security of 1949-1954, and  John J. Lennon from 1952-1956. The second is Adoption, 1943-1959, boxes 88-89, consisting of alphabetical subject files dated 1944-1959, source material for the study of adoption practices dated 1957, and restricted birth certificates and baptismal records for 1943-1956. The third is Child Care, 1925-1960, boxes 90-91, consisting of Committee on Child Caring Homes dated 1928-1931, the Ninth Pan-American Child Congress of 1942, Foster Homes from the 1930s, the Association of Community Chest Institutes from 1931-1933, and Miscellaneous Studies on Child Care from 1925-1960. The fourth is Foreign Studies, 1946-1960, boxes 91-94, consisting of Eurasia dated 1947-1957, Africa from 1954-1960, and South America from 1946-1960. The fifth is Miscellaneous Studies, 1925-1961, boxes 94-97, consisting of Studies by State dated 1925-1961, Father Howe's Urban Redevelopment and Relocation Study of 1959, Russell Sage Figures from 1930-1944, Fund-raising from 1947-1948, and Miscellaneous Studies dated 1929-1961.</p>

<p> Series 6 contains the Institute for Catholic Prison Chaplains/Institutional Chaplains Files, 1931-1960, boxes 98-99. This series highlights the work of NCCC with The Commission on Prison Chaplains of the Federal Council of Churches of Christ in America. Among the chief concerns was that every Catholic prisoner in a penal or correctional institution have access to a prison chaplain. </p>

<p> Series 7 has the Legislation Files, 1928-1961, divided into three subseries. The first is Federal, 1936-1961, boxes 100-101, filed chronologically. The second is State, 1928-1943, boxes 102-103, filed alphabetically. The third is Miscellaneous State and Federal, 1928-1959, boxes 103-104, consisting of Juvenile Delinquency from 1944-1945, State Adoption Laws in 1944, Unemployment from 1928-1957, and Miscellaneous from 1936-1951.</p>

<p> Series 8 is the John J. O'Grady Papers, 1881(1905-1966)1977, boxes 105-117, with three subseries. The first is Personal, 1881(1905-1966)1977, boxes 105-108, consisting of Autobiographical Manuscript and Biographical Materials dated 1931-1972, Student Notes and Books from ca. 1905-1915, Scrapbook of Reviews and Clippings from ca. 1916 to 1939, Correspondence dated 1934-1959, and the Retirement Years of primarily 1961 to 1966. The second is Professional, 1915-1961, boxes 109-115, consisting of Addresses and Articles dated 1917-1960, Lectures and Research Notes from ca. 1915-1935, Invitations and Memberships dated 1939-1960, Personal Files from 1933-1960, and the alphabetical General Files dated 1918-1961.  The third is (Alice) Padgett Biography Manuscript and Source Materials, 1913(1934-1977)1977, boxes 116-117, consisting of the (Alice) Padgett Biography Manuscript dated 1970-1977, John J. O'Grady Autobiographical Manuscript from 1950-1951, 'Come Now, Monsignor,' Sol Alinsky's Unpublished O'Grady Biography Manuscript and Contract from 1952-1955, CUA School of Social Work dated 1934-1938, and Selected General Administration Files, 1936-1960. Alice Padgett was Assistant Secretary of NCCC from 1928 to 1936. She was also Assistant Editor of the Catholic Charities Review from 1932 until at least 1938. She had an MA from the University of Chicago and served with O'Grady at the CUA School of Social Work in the 1930s. She also served on the NCCC Executive Committee in the 1940s. She clearly worked closely with O'Grady, enough so to be considered as someone who could write a biography of him, but with no indication as to why she did not finish it nor why the other works, those of O'Grady and Alinsky, were also unfinished. </p>

<p> Series 9 is Photographs and Newspaper Clippings, 1910(1940-1960)1960, box 118, with three subseries. The first is Photographs, ca. 1910-1960. The second is NCCC Golden Jubilee Conference Clippings, 1960. The third is Caritas Conference in Lisbon, Portugal, 1955. </p>

<p> Series 10 contains Publications and Related Correspondence, 1903-1963, boxes 119-128 and loose on shelves, with six subseries. The first is NCCC Publications, 1910(1910-1961)1963, that includes loose and bound unboxed sets of the Proceedings from 1910-1959 and Catholic Charities Review from 1917-1961 as well as Diocesan Directories from 1922-1961, box 119, and Miscellaneous from 1937-1957, box 119. The second subseries is Diocesan Publications, 1907(1921-1961)1963, boxes 119-123. The third is Private Organizations Publications, 1903(1921-1961)1961, box 124. The fourth is State Publications, 1918-1956, boxes 124-125. The fifth is Federal Publications, 1920-1939, boxes 126-127. The sixth is  International Publications, 1933-1955, boxes 127-128. </p>

<p> Series 11 has Board of Directors' Minutes and Related papers, 1961-1986, boxes 129-136b with six subseries. The first is General and Executive Committee, 1961-1986, boxes 129-133. The second is Personnel Committee, 1963-1978, boxes 133-134. The third is the Bylaws Committee, 1962-1978, box 134. The fourth is the Health Affairs Committee, 1974-1978, box 135. The fifth is the Nominating Committee, 1979-1984, boxes 135-136. The sixth is General and Miscellaneous, 1965-1982, box 136. </p>

<p> Series 12 is the General Administration Files, 1959(1961-1985)1985, boxes 137-183, divided into two large subseries. The first is the alphabetical General Correspondence, 1959(1961-1980)1980, boxes 137-155, with a list of the subject folder titles with attending dates included for each of the boxes from 137 through 155 though folder numbers have not been included at this time. The second is the Subject Files, 1961-1984, boxes 155-183, consisting of major subjects such as Caritas Internationalis-International Confederation of Catholic Charities, the Coalition of National Voluntary Organizations, Ladies of Charity, the United States Department of Health, Education, and Welfare (HEW), Joint Action in Community Service (JACS), National Association of Social Workers (NASW), National Center for Voluntary Action (NCVA), the National Social Welfare Assembly and its successors the National Assembly for Social Policy and Development and the National Assembly of National Voluntary Health and Social Welfare Organizations, the National Catholic Welfare Conference (later the United States Catholic Conference), Summit Conference on Inflation, United Community Funds and Councils of America, the United Way, Urban Coalition-War on Poverty, various White House conferences, and Jerome Ernst and Parish Social Ministry. </p>

<p> Series 13 is Committee Files, 1961-1982, boxes 184-202, with three subseries. The first is Topic-Local Committees, 1961-1980, boxes 184-189, filed chronologically. The second is Diocesan Directors of Catholic Charities, 1961-1982, boxes 190-196, divided into General Files dated 1961-1982 and Membership Files from 1971-1974 and filed alphabetically by Diocese. The third subseries is the Conference of Religious (sisters), 1959(1961-1967)1967, boxes 197-202, separated by the National Office dated 1961-1973 and filed alphabetically by subject, and the New York Office dated  1959(1961-1967)1967. </p>

<p> Series 14 is Study and Survey Files, 1960-1984, boxes 203-214, with five subseries. The first is the monumental Cadre Study, 1967-1976, boxes 203-207. The second is Diocesan Agency Studies, 1963-1983, boxes 208-209. The third is Adoption-Unwed Mothers, 1960-1976, boxes 209-213. The fourth is Refugees-Vietnam, 1970-1984, box 214. The fifth is Miscellaneous Studies, 1967-1982, box 214. </p>

<p> Series 15 is Legislation Files, 1961-1988, boxes 215-252, divided into three subseries. The first is Federal Legislation, 1961-1988, boxes 215-251, with some files organized chronologically, some  alphabetically by general subject, and still others by specific topics such as CCL, Health Insurance, Indians, Kendrick Case, Legislation Program and Seminar, Pluralism, PSM, Social Security, Supreme Court, Welfare Reform, and Family, Housing, and Immigration. The second subseries is State legislation files, 1967-1971, box 252, arranged alphabetically by state name. The third is Miscellaneous State and Federal files, 1961-1976, box 252.</p>

<p> Series 16 is the Social Thought journal's editorial files and related material, 1975-1994, boxes 253-256, and divided into four subseries. This scholarly journal was published jointly by NCCC/Catholic Charities USA and The Catholic University of America's National Catholic School of Social Service (NCSSS). The first subseries is Editorial Board Minutes and Related Material, 1975-1991, box 253. The second is Editorial Correspondence and Related Material, 1975-1992, boxes 254-256, divided by General dated 1975-1992, Authors from 1975-1988, Referees from 1982-1988, Accepted Papers dated 1987-1991, Rejected Papers from 1976-1992, Miscellaneous Papers from 1982-1984, and Dorothy Mohler's Author Rolodex of ca. 1986. The third subseries is Eleanor Judah (former editor) Files, ca. 1987-1992, box 256. The fourth subseries is an unbound and incomplete set of the Social Thought journal, 1976-1994, stored on some reference shelves.  </p>

<p> Series 17 is Publications and Related Material, 1961-1999, boxes 257-262, divided into seven subseries. The first is NCCC/CCUSA publications including the Proceedings of national meetings, Catholic Charities Review journal, Charities USA, Directories, Annual Surveys, Annual Reports, and Miscellaneous. The second is Diocesan Publications, 1964, box 260. The third is Private Organization Publications, 1961-1966, box 260. The fourth is State Publications, 1963-1964, box 260. The fifth is Federal Publications, 1961-1967, box 260. The sixth is International Publications, 1961-1982, box 260. The seventh is Publications Office Editorial Files, 1973-1984, boxes 261-262. </p>

<p> Series 18 is the Addendum of Miscellaneous and unprocessed material, 1920-2012, n.d., boxes 263-320, received since 2002. There are general administrative files, including correspondence and annual reports, as well as memorabilia, publications, photographs, and other audiovisual materials.  </p>

<p>For the Kerby-O'Grady Era, please note that some agencies, such as the Children's Bureau, were transferred to new parent agencies or departments.  In each case, the dependent unit is listed under the parent organization for the appropriate time period.  This means that the Children's Bureau is found under the Department of Labor for 1920 to the mid 1950s, and under the Department of Health, Education, and Welfare (HEW) thereafter. The Social Security Board was formed in the 1930s under the Federal Security Agency, which was renamed Health, Education, and Welfare (HEW) in 1954. Social security material is also located in the Legislation Files. Children's Bureau publications are listed in the publication series, Series 10, under Federal Publications.</p>

	<p>Shortly after the death of Msgr. John O'Grady, Secretary of the National Conference of Catholic Charities (NCCC) from 1920 to 1961, Catholic University of America (CUA) Archivist Rev. Michael Hall wrote to Msgr. Lawrence Corcoran, the current Secretary, to inquire about the possibility of depositing O'Grady's papers at CUA. Hall argued that these would be a fine addition to related collections such as the papers of William Kerby, Francis Haas, and John A. Ryan. However, NCCC executives believed that the O'Grady papers could not be separated from the NCCC records, and they were not ready to dispose of those. In 1969, the University of Minnesota inquired about the NCCC records for their Social Welfare Archives, and Marquette University was also said to be interested in acquiring these same records. Through the work of both Dorothy Bird Daly and Dorothy Mohler of CUA's National Catholic School of Social Service (NCSSS) the NCCC records were pledged to CUA at the annual meeting of the NCCC board of directors in October 1972. These records began to come to CUA in 1977 though NCCC retained ownership, including copyright. It was also understood that said records would have a restriction of 25 years or living persons, although it was not until February of 2002 however that a formal deed of gift agreement was signed between Catholic Charities USA (the named was changed in 1986) and CUA.  </p>
